Dear Senator John Cornyn Sir, As you understand the Vietnam War or the so-called Proxy War's America and I would like to self-introduce my settlement case for the Vietnamese American veteran or prisoner of war, which is why we, the Vietnam Armed Forces, were side by side together with the American Armed Forces fighting against Communism, but the United States Congress has self-betrayed us because the United States enacted H.R. 7885 Pub.L. 88-205 Approved Dec. 16,1963-in the meanwhile, the US Congress has been approved three multilateral and thirty-seven bilateral treaties with the Republic of Vietnam. Especially, bilateral treaties on March 3, 1967, in which 18 UST 546; TIAs 6262; 685 UNTS 207, and bilateral treaties on April 4, 1961. That the US Congress endorsed the independence of the Republic of Vietnam which is why we, Southern people, and soldiers, have been paid the income tax to the United States, but the U.S. is treacherous to us when the US sent us to the Vietnamese communist jails. To prove this, three American leaders have self-confessed wrongful actions in the Vietnam War by their written law. They are President Kennedy, Secretary of State Kissinger, and General Westmoreland; some of them had testified hearings before the US Congress, and President Kennedy self-recorded his tape when he ordered to assassinate President Ngo Dinh Diem. As a result, according to a settlement case when the plaintiff would carry out three main witnesses by their written law and approximately fifty statutory, the Hague Convention, three multilateral and thirty-seven bilateral treaties and international Relations of Protocols of the American Government solemnly signed with the Republic of Vietnam which is why all of them self-tore shreds from the United States Congress. Therefore, I would like to enforce all of them and the United States Constitution to let me petition the US Department of Justice. So, it ordered me to claim at the low court and district Court in the state of California, but they always denied it when no Native American lawyers helped me. - however, the low courts created difficulty, and therefore, I carried out 28 U.S.C 1346 the US as the defendant and 28 U.S.C 1346b on June 25, 1948-Chapter 171-Tort claims procedure...50 U.S.C. 4101 (a)(b)(c) Foreign Claims Settlement Commission of the US on July 3, 1948, and 1 U.S.C. 113. "Little and Brown's" on July 30, 1947, and 28 U.S.C. 2671, 2672, 2673, 2674,2675,2677,2678,2679,2680, and 22 U.S.C. 1622a, 1622b, 1622c,1622d, 1622e, 1622f, and 28 U.S.C. 1502 Treaty case. Let my petition to the United States Congress -However the Speaker of the House Pelosi has not carried out her duty when she enacted H.R.309- therefore, I would like to petition the Senate of the US Congress on June 14, 2019. People's will Bright Quang  In his opinion, the Federal Bureau of Investigation is a law enforcement agency, but it violates criminal cases which is why the FBI became treacherous to America's founding Fathers when the FBI sat on its United States Constitution. Even good, the FBI expresses Unmitigated Punishment for offenders, our nation could not have chaos if the Speaker of the House Pelosi has not self-torn the Federal Speech of President Trump before the nation and people. In fact, President Trump openly ordered his Lawyer Rudy W. Giuliani's assistance. Let him find out Hunter Biden's laptop which is secretly related to national Ukraine and may relate to mainland China.  Therefore, the Speaker of the House Pelosi has caught up to indict President Trump for influencing national security and slandering famous political candidates, and then, the Speaker of the House always finds out many dirty matters for President Trump to impeach when the American President is in office. In contrast, the FBI has loyalty, just cause, and justice, and respects a great powerful America when the United States of America is not only symbolized by modern civilization but also represented as one of five great powerful countries in the United Nations Organization. More importantly, why did the FBI defame its President to be made spying when President Trump secretly relates to the Russian Government? Why has the FBI self-betrayed its great nation and the super values of the American people when it has received the salaries from the income tax of the American people? Moreover, if the FBI truly protected the United States Constitution and the law, the general election 2020 could not rig fraud. So, the national face of a great powerful America was not shamed lost and January 6, 2021, has not taken place. On the other hand, many innocent American citizens have not sent to jail by January 6, 2021, because they exactly realized the coup by the general election was rigged when they carried out the Second Amendment to the United States Constitution by the people's will without having treasonous which is why the United States Congress has been prosecuting them to be treacherous men. For this reason, the United States Congress always openly encouraged e few foreign national people that express freedom, justice, and free speech to let then stand up to struggle for justice and free elections like the Republic of the Union of Myanmar and Hongkong that is why the American citizens expressed free elections when they were oppressed by the law enforcement. As a result, the FBI must openly prosecute a few men who are treacherous before the United States Constitution. Even worse, one vice chief FBI trapped Mr. Bright Quang because he has been petitioning for the settlement case of the Vietnam War. Also, he told the American leaders that they have self-confessed wrongful actions in the Vietnam War by their written rules. Therefore, the law enforcement agency the FBI did not resolve his settlement case when he would like to submit it to the FBI. It is true that a vice chief of the FBI sent her notice to Mr. Bright by her email and said, " you should send your bank account number to me; let me transfer over one million dollars immediately to you." However, Mr. Bright could not follow her orders. Finally, if the United States Congress should reform the Federal Bureau of Investigation, the United States Congress may dissolve and transfer the FBI agent to the United States Department of Police. Respectfully Yours
