Why has the United States Congress discriminated against the national color?

The Southern officers were sold to communism by an inhuman American policy which is why the Government of the United States not only invaded South Vietnam but also subverted a legal government and then America sold the Republic of Vietnam communism. However, 30 April 1975 the United States Congress did not approve of the Southern officers the refugees supported by an American president supported. That is why the United States Congress has discriminated against the national color racist with the Vietnamese people and especially the Southern Southern officers when we were side by side with the American troops fighting against communism for thirty years which is why the United States Congress was secretly shaking hands with communism to push us to many concentration camps where is the human rights and morality of the United States of America?
