I, a stupid Vietnamese American prisoner of war, am not understanding about the American law when I did not realize to define between the Super law and the puppet law of the United States of America to enforce the Foreign Assistance Act for the Republic of Vietnam-for example, H.R. 5490 Foreign Assistance Act of 1963, H.R. 7885-Publ.L88-205.Approved.December 16, 1963, and 22 U.S.C 1571- 1601. Pul.L. 329-81st. Congress, 63 Stat 714. December 23, 1950-and H.Res. 309- Recognizing the 44th anniversary of the Fall of Saigon on April 30, 1975. Therefore, I would like to request to Ex senator Joe Biden to define what were the super law and the puppet law of the United States of America when Sir seemed to enact them.
