Why does the United States of America have written rules this?

Dear Gentleman/ madam, In his opinion, the whole multilateral, bilateral treaties, and the international agreement were signed with the Republic of Vietnam by the Government of the United States that were in force as of January 1, 2020, which is why the United States Congress has enforced them to resolve the profits of the Southern Officers to look like our properties, pensions, and benefit of prisoners of war when the Republic of Vietnam was lost by those multilateral, bilateral treaties, and the international agreements. But those multilateral, bilateral treaties; and the international agreements are in force as of January 1, 2020, and the Government of the United States of America has approved them. this is why loyalty, just cause, and justice of the United States have not been enforced those are the United States treaties and how do we realize the super values of the great power of America?
