Neo-colonialism War of the USA

Why does the United States of America apply neo-colonialism in the Vietnam War because the United States Congress enacted H.R.7885 Public law 88-205 Approved on Dec. 16,1963 to let the United States of America seize the Republic of Vietnam to build the inhuman war after 30 years? That is why the United States of America did not allow the South Vietnam Armed Forces to win the North Vietnam when the South Vietnam Armed Forces were side by side together with the American Armed Forces fighting against Socialism which is why the United States Congress forced the Southern people and soldiers to pay income tax for the Government of America, but which is why the United States of America has self-sold the Republic of Vietnam to mainland China in order to the core of self-protected national interests when the United States of America has not only deprived the right to life of the Southern people but also killed a legal government of the Republic of Vietnam. More importantly, the United States Congress has self-torn three multilateral and thirty-seven bilateral treaties signed with the Republic of Vietnam. On the other hand, after selling the Republic of Vietnam to mainland China, the properties of the Native Americans were left in South Vietnam. The USA Department of Justice secretly requested the North Vietnam that ought to compensate for the Native American, which is why the United States of America secretly ordered the North Vietnam to sand over one million Southern soldiers to many concentration camps to completely death while the Paris Peace Accords has no articles and chapter allowed the United States of America to betray its Republic of Vietnam ally and deprive the right to life of the Southern Armed Forces, and to nationalize all properties of the Southern Officials without having compensated. That is why the United States of America also calls for respectfulness to the international law and treaties while the United States of America has been using the unjust law to trap the foreign nations like the Republic of Vietnam. For example, a bilateral treaty of the United States of America signed with the Republic of Vietnam to let Republic of Vietnam pay income tax for the Government of America which is why the United States of America didn't offer any prisoners of war for the Vietnamese American enslaved war when the United States Congress has been enacted the laws for the prisoners of war.
