H.R 5490 Foreign Assistance Act of 1963

H.R. 5490 Foreign Assistance Act of 1963- Hearing before Representatives- Eighty-Eighth - Congress-From April 23, 24, 25, and 29, 1963. After some days of the United Vietcong- in its military, political, economic, and social States Congress were hearings for supporting the Republic of Vietnam. In this condition, the United States Congress did not only approve the Republic of Vietnam sovereign but also enacted American law that supported the Republic of Vietnam to fight anti-communism to victory. In the meanwhile, the United States Secretary of state has solemnly endorsed the Republic of Vietnam within protocols of international relations – and therefore, the United States Congress has discussed the foreign Assistance Acts in the South. When the US Congress has cited the Second Amendment to allow President Kennedy to send the American troops to Vietnam, this Second Amendment has not ordered the American President to send the troops to the foreign nations when these nations did not violate the sovereignty of America. with Q.1.-How well does the present situation vis-à-vis the Vietcong- in its military, political, economic, and social aspects - compare with 6 months ago? What is December 21, 1951? Excerpt from Mutual Security Act of 1951 Public Law 165—82d Congress Chapter 479—1st Session H.R. 5113 or of the situation is first the confidence of the people in a system which can give them final victory over communism...The evidence on which your appraisal is based to request compensation for war victims?A. 1. - The most obvious indication of an improvement Q.2 When the Government of Vietnam and the Government of the US are working and fighting for the same aim, why is there some mutual irritation, evident and continuous, apparent on both sides? What is the remedy?A. 2. - One must consider the relationship between the US and Vietnam, as well as the relationship between the US and the undeveloped countries as contacts between different cultures and civilizations and not as a mere temporary pooling of material, means to fight against Communist invasion, as people generally think, both among Vietnam and America. Q. 3. - Even a friend of Vietnam as Senator Mansfield recently reaffirmed his respect for you, while complaining against "Authoritarian rule." How do you interpret the Senator's remarks?A. 3. - I have already dealt with the problem of democracy underdevelopment which not only Vietnam but all the underdeveloped countries have to face, and with different ways in which these countries have sought to solve this historic problem during the last 20 years. I have said how South Vietnam while fighting a war and carrying out a revolution, Now I find that if it is unfair to assess the situation in South Vietnam and in Southeast Asia by the Mansfield report, it would be equally unfair to judge our good friend Senator Mansfield only by this collective and hasty report as well as by the publicity accorded it.In this condition, modern civilization and progressive America have been concerned for less development as like the Republic of Vietnam - and therefore, America could not worry about the law of war and the supreme law of the land of The Hague Convention when America volunteered to help the Republic of Vietnam to build the revolution to defeat communism. That America has impressed its American human rights with an object the internationalization to defeat communism. However, American internationalization ought to rise in the world in the Republic of Vietnam; it is a good faith of the ethical conscience of America. If the internationalized America could not succeed in the Republic of Vietnam, America has become a too invaded crime to follow with the Hague Convention on the law of war when America does not only approve the Hague Convention but also taught the American Armed Forces understanding about the Hague Convention effectively. That is why the US Congress has self-changed its ception from the best close ally to the worst enemy because no close power ally has sold off its close ally as South Vietnam was inhumanely betrayed by its American ally. In fact, no Vietnamese citizens voted for the United States Congressmen which is why the US Congress has self-enacted the law to seize the Republic of Vietnam. The United States Congress has openly approved the sovereignty and the self-determination of the Republic of Vietnam which is why the United States Congress has self-enacted the law to interfere into the inner government of the Republic of Vietnam. However, many solemn agreements of the US Congress have not existed in the mind, soul, and heart of the Government of the United States of America. How do we legalize loyalty, just cause, and justice, and ethical conscience of the US with the Republic of Vietnam? Therefore, the betrayal war of the United States of America must adequately compensate for the war victims as prisoners of war to exactly follow the American laws. 22 USC §1645b- Un-annotated- Title 22- Foreign Relations and Intercourse § 1645b- Receipt and determination of claims; notice by publication in Federal Register. He directly owned his house and his business from 1973 to 30 April 1975 when the North Government violated the Paris Peace Accords by which the North Armed Forces had strongly attacked the Republic of Vietnam. Therefore, his family cut and ran out of Quang Ngai Province in February 1975. His family came to Saigon City, the North Armed Forces strongly attacked Saigon. Therefore, the Government of the United States of America has not enforced the Paris Peace Accords. Let America allow the North troop to seize the Republic of Vietnam as the Government of the United States of America carried out the doctrine of President Lyndon B. Johnson’s salesmanship campaign. Ironically, the Government of South Vietnam surrendered unconditionally by the North troops. After that, the Government of Socialist of the Republic of Vietnam did not only nationalize and expropriated his property but also fired off his wife's name Huyen, Ton Nu Thi Ngu " Huyen, Ngu" who was getting out of our house on approximate from June 1975 by the Vietnamese communist’s local government. When her husband's Name's Nguyen, Xuan Quang “Bright Quang” who was a lieutenant in the Police of the Republic of Vietnam- he was forced to be sent to the concentration camps for a half and six years in jail. At that time, her business license has been kept in her pocket for the long run. Significantly, after her husband was released from jail which is a great memory of our golden life. Next, when we came to the United States of America, her husband had been registered with the United States Department of Justice to claim benefit insurance of the prisoners of war and our property in 2001 to present. However, our own house did not have the house title because at that time it was in wartime-therefore, the householder could not apply the owner rules, but we have had the business licensed. Finally, the property of our house would estimate approximately one hundred fifty thousand dollars ($150,000.00) of the house and the salt trade was approximately the forty thousand dollars ($40,000.00 of the backlog salt at that time and one Honda motor- made in Japan, which was approximate thirty-five thousand dollars ($35,000.00) and interior decoration was approximate the fifty thousand dollars ($50,000) include a few of art statues out of bronze by Bright Quang Author created. As a result, all our properties were forcefully expropriated completely by the Government of Vietnam front for Fee Liberation on 30 April 1975 when we retreated out of Quang Ngai Province by the orders of the American diplomatic consulate in DaNang City. Finally, on the way, we, Southern people, and soldiers looked like a broken beehive. Even worse; the battlefield of Middle Vietnam did not have any communists, no communists who were not absorbing the South Government offices.
