He does seek to International Court of Justice That is why my settle case's prisoner of war that I am petitioning to the United States Representatives on August 19/2019, but I seem to think that our Congress could not resolve. Therefore, I want to seek to International Court of Justice.
If you are able to help for me, please lets me know. Because International Court of Justice has requiring for the United States treaties when I have had them. Especially, International Convention the treatment for Prisoners of War, Paris Peace Accords, Geneva Conference July 20, 1954, and international agreement in which the United States of America has signed with the Republic of Vietnam in Saigon December 23, 1950, and SEATO Treaty has recognized the Republic of Vietnam. According to the United States of America has enacted H.Res 309 recognizing the fall of Saigon on April 30,1975 and 28 U.SC 1502 treaty case to belong US Representatives, but the Congress has declaring no one & none of us is above the law which is why it seems not resolving for my case and therefore, I do seek to the International Court of Justice because I has belonging to Prisoners of War organization- ex- the Republic of Vietnam when I was ex-police chief and was imprisoned for an half and six years. However, the Government of the United States of America did not only tear shred all of the American laws, treaties, international agreements and protocols of international relations but also did not enforce International Convention Treatment for prisoners of War in Geneva and its 50 US code 4105 Prisoner of war  .Especially, the masterminds of the Vietnam War of the United Institute on the Supreme Court of the United States have had self-confessed to do wrongful actions in the Vietnam War.
