Dear Sir, I do believe in the help of yours because you are an American lawyer that you have understood about "Unmitigated Punishment for offenders." while the United States Congress enacted 1 USC §112 a United States Treaties- September 23, 1950, 28 USC§ 1346 the United States as the defendant- (June 25, 1948, ch. 646, 62 Stat. 933;) and 28 USC§ 1346b -June 25, 1948,- Chapter 171-Tort Claims procedure... and 22 USC §§ 1571_1604 Pub.L-329-81 st Congress, 63 Stat 714. December 23, 1950, and volume- 935-No. 13295, and the Fourteenth Amendment of the United States Constitution. Finally, I have not only been a burden of suffering for the long run from the Vietnam War but also my mind, soul, and heart were tortured from disloyalty, disarmed, and dishonored by this Vietnam War.
