According to South Vietnam, the United States of America had solemnly defended the Republic of Vietnam by three multilateral, thirty-seven bilateral treaties by the American laws, and by the United States Congress endorsement which is why the United States of America had sold the Republic of Vietnam without having fanfare to mainland China.
