I would like to propose that I beg you to resolve my settlement case for prisoners of war because I have solemnly been petitioning the United States Congress and House for a long run when the Majority Leader has promised to resolve my settlement case, but today, I couldn't get any information from you. I have been received by so many emails from the United States Senators and United States Congressmen & women that you have advised me to donate money to your plans. That is why I would like to submit my proposal to you. I would have not only respect you but also worship you to like the heroic Congressmen/women & Senators because you have strongly struggled for justice and democracy in our great, powerful and modern civilized nation. Therefore, I wish for the true time to come to my innocent life and then, I would like to support you and a few Republicans and Democrats who are represented by Heroic Americanism. However, my dream will not be achieved because my retirement benefits are limited while the United States Congress will not yet resolve my settlement case from 2019 to now. Second, when I applied for retirement, the United States of America did not count any quarters of the income tax when I have been paid for the United States of America since March 3. 1967 to 2016 (2016 the United States of America has transferred $350,000,000.00 of the Republic of Vietnam to North Vietnam by President Obama visiting Vietnam.,) as my quarters of retirement were lacking by four quarters while I have earned 16 quarters of the income tax payments. Finally, I would like to carry out a bilateral treaty that includes 18 UST 546; TIAS 6262;685 UNTS 207. L. 86–780, §5, Sept. 14, 1960, 74 Stat. 1013 as Congressmen & women & Senators have understood about the Vietnam War more than I know. That is why the United States Congress and Senate have not only discriminated against the national color racism but also betrayed the Vietnamese American enslaved war again. Because that time President Ford and Mr. Kissinger had requested the United States Congress should evacuate one million and seven hundred thousand South Vietnamese officials to refugees to the United States - even when my family and I were in Saigon DC. However, Senator Joe Biden stated: I am ready to vote any money needed to bring American soldiers and Americans out of South Vietnam back to the United States, but I will not give a penny for evacuation and resettlement of any one person. Viet yet, the United States has no responsibility to save any one person or 100,001 Vietnamese: The United States has no responsibility to them. The victory of the Vietnamese communist was because they {the Vietnamese} refused to fight anti-communism. (See page516 ISBN 978-1-6624-6387-7, the book Justice for Vietnam by the Author Bright Quang) Ironically, the United States Senate has been spent more days to enact H.R.5490 Foreign Assistance Act of 1963-Hearing Before Representatives – Eighty-Eighty-Congress –From April 23, 24, 25, and 29,1963. After some days of the United Vietcong- military, political, economic, and social States Congress were hearings for supporting the Republic of Vietnam. IN this condition, the United States Congress did not only approve the Republic of Vietnam sovereign but also enacted American law that supported the Republic of Vietnam to fight anti-communist to victory. That is why the United States Congress and President Joe Biden have easily forgotten their Act’s H.R. 7885 Approved on December 16, 1963, and cited the Second Amendment of the US Constitution to allow President Kennedy to let him seize and oust our Republic of Vietnam and then, sell us to mainland China - why do the United States Congress and President Joe Biden of great powerful and modern civilized America forget this written law? More importantly, we, the Vietnamese people and officials, have not only protected the American Armed Forces in Vietnam but also respected the super honor of great powerful and civilized America while the American Armed Forces were side by side together with us fighting against international communists by the rule of law of the United States of America during the United States Congress has enacted and stated: SEC. 101.  22 U.S.C.§2151- GENERAL POLICY. —(a) The Congress finds that fundamental political, economic, and technological changes have resulted in the interdependence of nations. The Congress declares that the individual liberties, economic prosperity, and security of the people of the United States are best sustained and enhanced in a community of nations which respect individual civil and economic rights and freedoms, and which work together to wisely use the world’s limited resources in an open and equitable international economic system. Furthermore, the Congress reaffirms the traditional humanitarian ideals of the American people and renews its commitment to assist people in developing countries to eliminate hunger, poverty, illness, and ignorance. Therefore, the Congress declares that a principal objective of the foreign policy of the United States is the encouragement and sustained support of the people of developing countries in their efforts to acquire the knowledge and resources essential to development and to build the economic, political, and social institutions which will improve the quality of their lives. The United States development cooperation policy should emphasize five principal goals: If even, we expressed our disloyalty, unjust cause, and injustice to betray our American great ally when we secretly welcomed to the Vietnamese communist enemies in together at one to let us easily defeat the American Armed forces in the Vietnam battles to let us save the bones and blood of the Vietnamese people than the betrayal truth’s war of the United States of America. But our tribunal of human conscience did not allow us to do that, we truly and tenderly loved the United States of America’s ally more than anything in our lives. That is why the United States Congress has expressed disloyalty, unjust cause, injustice with Vietnam’s ally of a great powerful and modern civilized America. IN fact, the non-consciousness of the United States Congress has declared and said, "We have no obligation with South Vietnam.” Therefore, the United States Congress didn’t allow us to evacuate out of Saigon on 30 April 1975, but during the Afghanistan War, the United States of America has ordered three months to let the United States of America evacuate the Afghanistan soldiers out of their nation. Next, the ten million immigrants of the whole world and the five hundred thousand Venusians' immigrants are freely coming to the United States of America when they didn’t have any merits for what they protect for the United States of America when they came to destroy the American culture like robbery of the American business. Why has the United States Congress discriminated against the national color racism with the Vietnamese enslaved war of the United States of America? To prove, now-a-date the United States Congress and Senate have continued to betray the loyalty, just cause, and justice of America's Founding Fathers with your Vietnamese enslaved war again because no Articles and Chapters of the US Constitution allowed the US Congress to self-enacted the H.R. 7885 to seize and oust Vietnam ally of the USA by three multilateral and the thirty-seven bilateral treaties and international relation protocols signed with the Republic of Vietnam. How would you evaluate to Ex- speaker of the House Nancy said, " No one is above the law " that is why the United States Congress has the right to sit on the law and Constitution because my Settlement Case has carried out the indigenous law, Constitution, and all treaties and international law and the Hague Conventions were approved by the United States Congress which is why the US Congress has not yet resolved for my Settlement case. When I am at an older age, will I pass away without having a tomb? If I am unable to buy a tomb part to bury my enslaved war’s body, the American local government should dig up my enslaved war’s body and throw it anywhere on the earth without regret. How do I serve the proxy war of America in the Vietnam War when I am an older man like an animal? Finally, my lawsuit regarding the settlement case for prisoners of war has three American leaders when they have confessed wrongful actions in war by their written law that President Kenney, General Westmoreland, and Secretary of States Kissinger.
