Dear Senator John Cornyn Sir, As you understand the Vietnam War or the so-called Proxy War's America and I would like to self-introduce my settlement case for the Vietnamese American veteran or prisoner of war, which is why we, the Vietnam Armed Forces, were side by side together with the American Armed Forces fighting against Communism, but the United States Congress has self-betrayed us because the United States enacted H.R. 7885 Pub.L. 88-205 Approved Dec. 16,1963-in the meanwhile, the US Congress has been approved three multilateral and thirty-seven bilateral treaties with the Republic of Vietnam. Especially, bilateral treaties on March 3, 1967, in which 18 UST 546; TIAs 6262; 685 UNTS 207, and bilateral treaties on April 4, 1961. That the US Congress endorsed the independence of the Republic of Vietnam which is why we, Southern people, and soldiers, have been paid the income tax to the United States, but the U.S. is treacherous to us when the US sent us to the Vietnamese communist jails. To prove this, three American leaders have self-confessed wrongful actions in the Vietnam War by their written law. They are President Kennedy, Secretary of State Kissinger, and General Westmoreland; some of them had testified hearings before the US Congress, and President Kennedy self-recorded his tape when he ordered to assassinate President Ngo Dinh Diem. As a result, according to a settlement case when the plaintiff would carry out three main witnesses by their written law and approximately fifty statutory, the Hague Convention, three multilateral and thirty-seven bilateral treaties and international Relations of Protocols of the American Government solemnly signed with the Republic of Vietnam which is why all of them self-tore shreds from the United States Congress. Therefore, I would like to enforce all of them and the United States Constitution to let me petition the US Department of Justice.
